Through the 1st Quarter of 2023, economic and geopolitical uncertainty created significant turbulence in both the equity and fixed-income markets. The Fed pushed interest rates higher at an unprecedented pace to cool inflation, sending interest rates for a variety of loans, including homes, autos, credit cards, and business debt, up substantially. Uncertainty in the banking sector (such as with Silicon Valley Bank in particular) created still more volatility as regulators and executives worked to provide confidence for depositors.

Congress created Section 529 Plan in 1996 in a piece of legislation that had little to do with saving for college--the Small Business Job Protection Act. The law on 529 Plans was later refined in 1997 by the Taxpayer Relief Act, in 2001 by the Economic Growth and Tax Relief Reconciliation Act, and in 2006 by the Pension Protection Act.
